Before the numbers, the caveat that governs all of them: month-to-month variation in enforcement counts is mostly noise. A single multi-defendant sweep announced on one day can move a month by twenty per cent, staff availability and quarter-end timing shape the announcement calendar, and the conduct being charged usually occurred years earlier. Nothing in a single month is a trend, and this post will not describe one as if it were.

This measures enforcement — conduct that was detected, charged and announced — and the relationship between that and the underlying rate of manipulation is unknown and cannot be estimated from this data. A month with more actions is a month with more announcements.
