What is alleged to have happened

the Securities and Exchange Commission announced this matter on May 14, 2020 as litigation release 24820. The defendants named are Turbo Global Partners, Inc. and Robert W. Singerman. The complaint alleges Mr Singerman drafted releases on March 30 and April 3, 2020 claiming a multi-national public-private partnership to sell thermal scanners that were "99.99% accurate", when there was no agreement, no government partner and the partner's CEO had not made the quoted statements; the SEC had earlier suspended trading. The charge is Section 10(b) fraud.

The release mentions boiler rooms only because Mr Singerman was sued in 1999 over selling securities through a network of boiler rooms, which is history, not the conduct charged, so the boiler-room tag is replaced by fake press releases.
