What is alleged to have happened

The SEC alleged that Ying, a former Equifax executive, exercised all his vested stock options and sold the shares ahead of the announcement that the company had been hacked, avoiding losses of more than $117,000.

Outcome: SEC release LR-24541 (July 18, 2019) says the Northern District of Georgia entered a final judgment on consent on June 28, 2019 that permanently enjoins Ying from antifraud violations, orders disgorgement and prejudgment interest totaling $125,636, offset by the $117,117 forfeiture he had paid in the parallel criminal case, and prohibits him from serving as an officer or director of a public company for ten years. It says he pleaded guilty in the criminal case and was sentenced to four months in prison, and that the SEC's litigation is concluded. The release gives no separate civil penalty or split of the $125,636.

This grouping is the library's, made by matching names, techniques, dates and citations when the site is built. It is not the regulator's or a court's determination that the records are one case, and it errs towards missing a link rather than making a false one.
