What is alleged to have happened

The Securities and Exchange Commission announced this matter on September 28, 2023 as release LR-25861, filing in the Southern District of New York. The four defendants are all individuals.

The complaint alleges that Viggiano learned of impending deals through his work at two financial institutions and tipped Salamone and Forlano, and that Forlano passed information on to Bleckley. The release alleges that Salamone agreed to share trading proceeds with Viggiano because Viggiano's employer barred him from trading. The complaint asked for injunctions, disgorgement with prejudgment interest and civil penalties; when the release was published none had been ordered.

The Southern District of New York U.S. Attorney's Office announced parallel criminal charges against Viggiano, Forlano and Salamone.

For the regulator's own account of the facts, read the primary document linked above. This page deliberately summarises the structured record rather than reproducing the release.

The SEC reported on November 18, 2025 that the Southern District of New York entered a final consent judgment against Anthony Viggiano on October 2, 2025, enjoining him from violating Sections 10(b) and 14(e) and the related rules, and ordering disgorgement of $35,000, treated as satisfied by the forfeiture order in his parallel criminal case. In separate administrative settlements he was barred from association with brokers, dealers, advisers and similar firms, barred from penny stock offerings and suspended from practicing before the SEC as an accountant, with a right to apply for reentry after 10 years.

The release covers only Viggiano. How the claims against Forlano, Salamone and Bleckley ended was not checked, and the stored fields describe Viggiano's outcome alone.
