Checked against the primary document on October 9, 2026. The library's summary, tags and figures for this record were compared with the regulator's own document by an AI model (Claude) following written instructions, in a single reading of the order; an independent second reading of 60 SEBI records agreed on every field for 56, the four misses being penalty amounts; a later sample of 50 of the SEBI records added on 9 October agreed on every field for 46. No lawyer has reviewed them. A checked record can still contain errors, and checked does not mean endorsed. See how we check records or report a correction.

What is alleged to have happened
SEBI adjudicating officer G. Ramar issued this order on 4 August 2023 against Bhargav Panchal and Hina Bhargav Panchal. The Securities Appellate Tribunal had set aside an October 2019 order against them in June 2023 because the hearing notice had never reached them, and told SEBI to decide afresh within four months.
SEBI's investigation covered IPOs between 2003 and 2005. It found that key operators opened many demat and bank accounts in fictitious, borrowed or benami names, each applying for an amount just eligible for the retail quota. After allotment the shares were moved off market to the operators and on to financiers, before listing, so that the retail quota was in effect cornered. SEBI said the noticees aided and abetted Roopalben Panchal, one of the key operators in what it called the Panchal group, which was said to have acted together in the IPOs of about twenty companies, including large issuers of the period.
The officer reviewed the evidence on the group's bank accounts and share transfers and held that the noticees took part in the arrangement over a long period and made illegal gains at the cost of other investors. The order finds violations of section 12A of the SEBI Act and Regulations 3(a)-(d) and 4(1) of the PFUTP Regulations 2003.
The penalties under section 15HA were Rs 25 lakh on Mr Panchal and Rs 20 lakh on Ms Panchal, a total of Rs 45 lakh, the same amounts as in the quashed 2019 order, payable within 45 days. No market restriction was imposed in this order.
The record does not show whether either noticee appealed again, the size of the gains, or how many retail investors lost allotments. Other SEBI orders on this IPO scheme are catalogued separately.
This library does not assign a technique tag to the matter, because no technique in the library fits the conduct. The tagging is ours, not the regulator's.
