Checked against the primary document on October 4, 2026. The library's summary, tags and figures for this record were compared with the regulator's own document by an AI model (Claude) following written instructions, with sampled and disputed records read a second time. No lawyer has reviewed them. A checked record can still contain errors, and checked does not mean endorsed. See how we check records or report a correction.
In July 2024 the SEC sued Ricardi Celicourt and Brisly Guillaume in the Southern District of Florida over an alleged Ponzi-type scheme. After a stay for settlement talks, the SEC moved in December 2025 for final judgments to which both defendants consented, and the court entered them on January 14, 2026; the docket text we could open does not show the amounts.

What is alleged to have happened
The Securities and Exchange Commission announced this matter on July 19, 2024 as release LR-26050. The complaint charges two sales agents with registration violations for selling Royal Bengal Logistics notes, raising at least $109 million and receiving $1.3 million in bonuses. The Ponzi scheme described is Royal Bengal's, charged separately in 2023; these two are not charged with fraud.
This library tags the matter as a Ponzi scheme because the document describes returns to earlier investors paid from later investors' money, as alleged or found. The tagging is ours, not the regulator's: agencies charge statutory provisions, not technique names.
Outcome. The docket (S.D. Fla. 0:24-cv-61275) shows a stay of the case in April 2025 so the parties could settle, then a December 12, 2025 SEC motion for final judgments marked as consented to by Celicourt and Guillaume, an order granting that motion on January 14, 2026, and separate final judgments against each of them signed that day (Documents 41 and 42). The text of the judgments was not available to us, so we cannot state the injunctions, disgorgement, interest or penalties; none is stored. This is a consent resolution, not a trial finding.
