Settled
Checked against the primary document on October 2, 2026. The library's summary, tags and figures for this record were compared with the regulator's own document by an AI model (Claude) following written instructions, with sampled and disputed records read a second time. No lawyer has reviewed them. A checked record can still contain errors, and checked does not mean endorsed. See how we check records or report a correction.
In 2015 the SEC settled an administrative proceeding against Pamela S. Smith, an insurance agent, imposing remedial sanctions based on a 2013 Virginia consent order.

What is alleged to have happened
On July 30, 2015 the SEC accepted a settlement with Pamela S. Smith, who sold more than $1.6 million of charitable gift annuities issued by 54Freedom Foundation while not registered as a broker. The order follows a November 2013 Virginia State Corporation Commission consent order that enjoined her under the Virginia Securities Act, imposed a $10,000 penalty and alleged she sold unregistered securities and made untrue statements.
The unregistered-sale allegation is in the state order; the SEC order finds no Section 5 violation, so the record carries no technique tag.
This library does not assign a technique tag to the matter, because no technique page in the current taxonomy describes the conduct the document records.
For the regulator's own account of the facts, read the primary document linked above. This page deliberately summarises the structured record rather than reproducing the release.
