What is alleged to have happened
The Securities and Exchange Commission announced the settled complaint on August 9, 2021 as litigation release 25159, filed in the Eastern District of Michigan.
The complaint alleges Barr used confidential financial data from his role to trade before the earnings releases. Without admitting or denying it, he consented to the injunction and penalty, and settled a Rule 102(e) proceeding suspending him from appearing as an accountant with the right to reapply after five years.
Court approval was still pending, so the status is settled rather than judgment, and the earlier record omitted the penalty.
