What is alleged to have happened
the Securities and Exchange Commission announced this matter on July 13, 2021 as litigation release 25140. The defendants named are Jonathan Mimun, also known as Jonathan Maymon, and Ronn BenHarav, in a complaint filed in the District of Nevada on July 12, 2021. As alleged, they owned and ran JMRB Media, Ltd., whose salespeople lied about their names, location and expertise, said the brokers earned money only if investors did, and used a "win button" to create a false track record before pressing for larger deposits. The claims include antifraud, Section 5 and broker-dealer registration violations.
The release treats binary options as securities and the call rooms as boiler rooms, but does not describe unsolicited calls, so this is a weaker fit than a stock-selling boiler room.
This library tags the matter as boiler rooms, based on the conduct the document describes. The tagging is ours, not the regulator's: agencies charge statutory provisions, not technique names.
For the regulator's own account of the facts, read the primary document linked above. This page deliberately summarises the structured record rather than reproducing the release.
Outcome: the Commission's January 10, 2025 order instituting follow-on proceedings (File No. 3-22390) states that an amended final judgment was entered on April 26, 2024 in the District of Nevada. It found both men jointly and severally liable for disgorgement of $25,777,909.10 and prejudgment interest of $7,324,621.53 and each individually liable for a $12,888,954 civil penalty, and permanently enjoined them from violating Sections 5 and 17(a), Section 10(b) and Rule 10b-5, and Section 15(a)(1), including an injunction against inducing binary options purchases online. The penalty field is the sum of the two penalties. Whether the underlying judgment was by consent or default is not stated in the order, and I did not open the judgment itself. The order's own allegations about the scheme are the Division's, not findings.
