Checked against the primary document on October 4, 2026. The library's summary, tags and figures for this record were compared with the regulator's own document by an AI model (Claude) following written instructions, with sampled and disputed records read a second time. In September 2022 the SEC sued crypto influencer Ian Balina over his sale of SPRK tokens and a promotion for which he was allegedly paid, and in May 2024 the court granted the SEC partial summary judgment on the registration claim. On May 1, 2025 the SEC and Balina filed a stipulation dismissing the case with prejudice, and the SEC said the dismissal was not based on the merits.

This library tags the matter as paid stock promotion, based on the conduct the regulator describes. The tagging is ours, not the regulator's: agencies charge statutory provisions, not technique names.
The conduct is recorded against crypto.
Outcome. SEC litigation release LR-26302 (May 2, 2025) says the SEC and Balina filed a joint stipulation on May 1, 2025 dismissing the action with prejudice. The SEC said the step rested on its aim of reshaping its approach to the crypto industry and was not an assessment of the claims' merits, and that it did not necessarily reflect its view of any other case. The release shows no payment, penalty or admission. Earlier, in May 2024 the court had granted partial summary judgment for the SEC on the registration claim (as described in LR-26011), but the dismissal ended the case without a final judgment, so no finding of liability stands in a final order.
