the Securities and Exchange Commission announced this matter on February 5, 2019 as release LR-24391. The respondents named are Edward Withrow, et al. (1 individual, 0 entities).
The release reports the criminal sentencing of a former chairman (for false statements to the SEC about who owned unrestricted shares) and a promoter in the Endeavor Power case. It describes no paid-promotion charge, so the tag has been removed.

It states no money amounts. The outcome covers Withrow only; the SEC said its case against Samuel Brown and Marco Babini was still pending, and I did not check how those claims ended. Withrow's judgment was by consent, so it is not a trial finding.
