Settled

Checked against the primary document on October 4, 2026. The library's summary, tags and figures for this record were compared with the regulator's own document by an AI model (Claude) following written instructions, with sampled and disputed records read a second time. No lawyer has reviewed them. A checked record can still contain errors, and checked does not mean endorsed. See how we check records or report a correction.

In July 2022 the SEC charged Doron Tavlin, a former Mazor Robotics executive, and two friends with trading ahead of Medtronic's 2018 announcement that it would acquire Mazor. On July 25, 2025 Tavlin consented to a final judgment that enjoins him, bars him from serving as an officer or director, and requires disgorgement of $25,000 plus $7,875.47 of interest. The release covers Tavlin only.

A dash means the release did not state a figure we could extract, not that the figure is zero. Penalty and disgorgement are stored separately so aggregates across the library do not double-count the same dollars.

What is alleged to have happened

The Securities and Exchange Commission announced the complaint on July 7, 2022 as litigation release 25439, filed in the District of Minnesota.

The complaint alleges Tavlin tipped Afshin Farahan, who bought Mazor stock and tipped David Gantman, who bought stock and calls; the profits were about $247,500 and $255,600. In October 2019 Tavlin allegedly asked for money and Farahan paid him $25,000.

No outcome is reported. The earlier record had the status as unknown and the names merged.

Outcome as to Tavlin. SEC Litigation Release 26367 (August 6, 2025) says the SEC obtained a final judgment against Doron Tavlin on July 25, 2025 in the District of Minnesota. Tavlin consented to the judgment: a permanent injunction under Section 10(b) and Rule 10b-5, an officer-and-director bar (the release gives no length), and disgorgement of $25,000, which the release describes as net profits, together with prejudgment interest of $7,875.47. No civil penalty is mentioned. The complaint's allegations, including the $25,000 kickback and about $500,000 in combined profit for the two friends, were allegations; the release does not describe findings.

What this does not cover. Afshin Farahan and David Gantman are not addressed by the release, and I did not locate a primary-source outcome for them, so this record should be read as the outcome for the lead defendant only.

For the regulator's own account of the facts, read the primary document linked above. This page deliberately summarises the structured record rather than reproducing the release.

What technique is this, and how does it work?

This action is tagged with one technique in our taxonomy. The tagging is ours: regulators charge statutory provisions, not technique names, so the mapping is an editorial judgement described in our editorial policy.

Same matter

The library links these 2 records because they appear to concern one matter: the same lead defendant, an overlapping technique tag and close filing dates, or a shared court docket or a release that cites the other. Records are listed by date filed.

This grouping is the library's, made by matching names, techniques, dates and citations when the site is built. It is not the regulator's or a court's determination that the records are one case, and it errs towards missing a link rather than making a false one.
