What is alleged to have happened

The SEC alleged that Fettner, a guest in the home of the Cintas general counsel, surreptitiously read documents about Cintas's acquisition of G&K and bought through others' accounts, also persuading his father and another girlfriend to buy. Without admitting or denying the allegations he consented to an injunction and the penalty, subject to court approval. The relief defendants are not charged with wrongdoing.

What technique is this, and how does it work?

This action is tagged with one technique in our taxonomy. The tagging is ours: regulators charge statutory provisions, not technique names, so the mapping is an editorial judgement described in our editorial policy.
