What is alleged to have happened
Staff of the Ontario Securities Commission asked for an order under its inter-jurisdictional provisions against Donald Bruce Wilson, David Scott Wright and Patrick K. Prinster. The British Columbia Securities Commission had found in April 2019 that the three committed fraud through their roles as directors of DominionGrand II Mortgage Investment Corporation and DominionGrand Investment Fund Inc., and in September 2019 imposed administrative penalties of $150,000 on Wilson and $250,000 on each of the others, with permanent bans.
The Ontario order of September 22, 2020 imposes permanent trading and acquisition bans, removes the exemptions, and bars each man from acting as a director, officer, registrant or promoter. Ontario imposed no financial penalty itself; the penalties above are British Columbia's. The record carried Wilson's $150,000 as an Ontario penalty and showed the outcome as unknown.
No technique tag is applied. The only use of "Ponzi" in the decision is in a passage in which the British Columbia panel distinguished this misconduct from more serious frauds such as Ponzi schemes.
