Checked against the primary document on October 2, 2026. The library's summary, tags and figures for this record were compared with the regulator's own document by an AI model (Claude) following written instructions, with sampled and disputed records read a second time. No lawyer has reviewed them. A checked record can still contain errors, and checked does not mean endorsed. See how we check records or report a correction.

What is alleged to have happened

The Financial Conduct Authority issued its final notice on November 3, 2020.

A jury at Guildford Crown Court convicted Horsey on September 13, 2018 of one count of voyeurism, and on October 5, 2018 he received nine months' imprisonment suspended for eighteen months, unpaid work and a ten-year sex offender registration requirement. The FCA found he lacked the integrity required in financial services and prohibited him from performing any regulated function.

The insider-trading tag came from the notice's standard guidance listing insider dealing among offences the regulator considers; it has been removed.
