Checked against the primary document on October 2, 2026. The library's summary, tags and figures for this record were compared with the regulator's own document by an AI model (Claude) following written instructions, with sampled and disputed records read a second time. What is alleged to have happened
Cipolla admitted that from 2009 to 2019 he took about $7.1 million from pool participants, put only about $1.46 million into trading accounts, diverted over $2.5 million to business and personal spending, and sent more than $3 million back to participants as Ponzi-style payouts.
The order imposes restitution and no penalty. The record had entered the $5 million headline figure as a penalty, and listed the defendant by surname only.
This library tags the matter as ponzi schemes because the order or release describes payments to earlier participants made from later participants' money. The tagging is ours, not the regulator's: agencies charge statutory provisions, not technique names.
What technique is this, and how does it work?
This action is tagged with one technique in our taxonomy. The tagging is ours: regulators charge statutory provisions, not technique names, so the mapping is an editorial judgement described in our editorial policy.
